On'Sopt. 20th, 1875, wo find the Mackenzie Government declare in u Minute of Council (tho most disgraceful and humiliating to'Canada ovor framed) ''that the proposod railway from Euquimalt to Nanaimo dons not form a portion.of tho Canadian Pacific Rrailway as do/ined by the Act. In March, 1875, wo find Mr. Mackenzie introducing a Bill to construct tho Railway from Esquimalt to Nanaimo, upon which occasion ho said: "The necessity of this Bill arises from the fact that the Government havo agreed with the Government of British Columbia, as stated in tho papers beforo tho House, lo build thia road at the earliest possiblo dato; Parliament .may at a futuro time,if it pleases, declare tliiy to be u part of tho Pacific Railway provided that it is in tho lino that may suit for the ultimate terminus of the road oh the Piloilio. If tho terminus bo at Uuto lnlot, for instauco, and Parliament should resolvetogo beyond the headwators of that Inlet and connect with tho Esquimalt and Nanaimo road it may become a part of tho Pacific Railroad,but it is decided to build that part on the Island as an'ordinary Government railway, loaving tho fntnro to bo controlled by Parliament'."
